There is a lot of data to sift through, <strong>but one thing that stands out is how rare it is for a licensed gun dealer to be involved in trafficking.<\/strong><\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><strong><span class=\"text-node\">Just 1.6 percent of cases the ATF examined during a five-year period implicated a Federal Firearms Licensee (FFL), a significant decline from the last time the ATF did a report like this. As Contributing Writer Jake Fogleman explains, that undermines one of President Joe Biden\u2019s key gun initiatives.<\/span><\/strong><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">It wasn\u2019t all good news for the gun industry this week, though. Gun sales were down for the third month in a row. That should be concerning given how long the hangover from pandemic-era record sales has lasted and the fact that even a presidential election featuring a candidate calling for an \u201cassault weapons\u201d ban hasn\u2019t motivated buyers.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Plus, gun-rights lawyer Matt Larosiere joins the podcast to explain why he believes the Second Amendment applies to nearly everyone in the US\u2013even those here unlawfully. That topic has been one of our most-viewed this year. So, it seemed like a good idea to get a bit more in-depth on the topic.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">A new ATF report undermines the Biden administration\u2019s rationale for cracking down on gun dealers.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">On Thursday, the ATF released\u00a0<\/span><a href=\"https:\/\/www.atf.gov\/firearms\/national-firearms-commerce-and-trafficking-assessment-nfcta-firearms-trafficking\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Volume Three<\/span><\/a><\/span><span class=\"\" data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">\u00a0of the National Firearms Commerce and Trafficking Assessment. The report, the first comprehensive analysis of criminal gun trafficking by the agency since 2000, examined over 9,700 ATF firearm trafficking investigations between 2017 and 2021 to create a picture of the most common sources of black-market firearms.<\/span><\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">It found sales by unlicensed private sales and straw purchases represented just over 80 percent of all cases. Stolen firearms accounted for another quarter of the trafficked guns.<\/span><\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">On the other hand, the report<\/span><\/span>\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/www.atf.gov\/firearms\/docs\/report\/nfcta-volume-iii-part-iii\/download\" target=\"_blank\" rel=\"noopener\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">identified<\/span><\/span><\/a><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">\u00a0just 136 cases of illegal trafficking by Federal Firearms Licensees (FFLs). That represents 1.6 percent of cases during the five-year period.<\/span><\/span><\/p>\n<p data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><!--more--><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The agency said those numbers represented a sharp decline from the previous report.<\/span><\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">\u201cThe data analyzed in this report indicates that a shift in the types of trafficking channels used over the course of the last two decades has occurred,\u201d a summary of the\u00a0<\/span><a href=\"https:\/\/www.atf.gov\/firearms\/docs\/report\/nfcta-volume-iii-part-xi\/download\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">report reads<\/span><\/a><span class=\"text-node\">. \u201cCorrupt FFL investigations represented almost 9% of trafficking investigations in the 2000 report, but now represent less than two percent of trafficking investigations.\u201d<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The picture painted by the report stands in contrast to the one President Joe Biden has presented since taking office. He has repeatedly warned of the dangers of \u201crogue gun dealers\u201d and instituted a more adversarial approach to the gun industry,\u00a0<\/span><a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/06\/23\/fact-sheet-biden-harris-administration-announces-comprehensive-strategy-to-prevent-and-respond-to-gun-crime-and-ensure-public-safety\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">including a \u201czero-tolerance\u201d policy<\/span><\/a><span class=\"text-node\">\u00a0that has dramatically increased the number of license revocations under his tenure.<\/span><\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Biden announced the new policy in June 2021, intending to stem the flow of guns into criminal hands. It directed the ATF to begin revoking FFLs for single violations of federal law, with a particular emphasis placed on dealers found to be \u201cwillfully transferring a firearm to a prohibited person, failing to run a required background check, falsifying records, such as a firearms transaction form, failing to respond to an ATF tracing request, or refusing to permit ATF to conduct an inspection in violation of the law.\u201d It also allowed the agency to revoke licenses for other perceived violations of federal law not explicitly included in that list.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The ATF\u2019s new report shows that special scrutiny on licensed gun businesses is likely misplaced.<\/span><\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">According\u00a0<\/span><\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.atf.gov\/firearms\/listing-federal-firearms-licensees\/complete?field_ffl_date_value%5Bvalue%5D%5Byear%5D=2021&amp;ffl_date_month%5Bvalue%5D%5Bmonth%5D=12\" target=\"_blank\" rel=\"noopener\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">to the agency<\/span><\/span><\/a><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">, there were 134,516 active FFLs by the end of 2021. So, the ATF only suspects around 0.1 percent of FFLs may have been involved in illegal trafficking in the lead-up to the President\u2019s zero-tolerance policy. Furthermore, the agency\u2019s report confirmed that its suspicions of the industry\u2019s involvement in criminal gun trafficking were already on a downward trend from previous decades, even as the period studied covered the most significant surge in gun buying in US history.<\/span><\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">That extra scrutiny has also come at the expense of strained relations between the firearms industry and the ATF. Almost immediately after Biden enacted the zero-tolerance policy, the industry and\u00a0<\/span><a href=\"https:\/\/www.nraila.org\/articles\/20220316\/atf-targeting-ffls-for-license-revocation\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">its allies<\/span><\/a><span class=\"text-node\">\u00a0began complaining that licenses were being revoked for clerical errors and other minor infractions by agents\u00a0<\/span><a href=\"https:\/\/thereload.com\/gun-shop-calls-for-investigation-into-atf-inspector-who-photographed-records-with-private-phone-agency-responds\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">using, at times, controversial enforcement tactics<\/span><\/a><span class=\"text-node\">.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">\u201cPrevious to the Biden administration, minor clerical errors found during inspections were annotated for corrective action with ATF inspectors instructing firearm retailers on how to stay within regulations and laws,\u201d Larry Keane, General Counsel for the National Shooting Sports Foundation (NSSF),\u00a0<\/span><a href=\"https:\/\/www.nssf.org\/articles\/atf-zero-tolerance-revocations-continue-at-blistering-pace\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">wrote in a February post<\/span><\/a><span class=\"text-node\">. \u201cThat\u2019s no longer the case. Instead of using the ATF as a government bureau to assist the firearm industry to stay within regulations, President Biden and his ATF have turned it into a steel trap by which they snare firearm retailers to run them out of business.\u201d<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">FFL revocations have steadily ramped up each year since the President put the directive in place. The ATF\u00a0<\/span><a href=\"https:\/\/www.atf.gov\/rules-and-regulations\/enhanced-regulatory-enforcement-policy\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">revoked<\/span><\/a><span class=\"text-node\">\u00a0157 licenses in 2023, 88 licenses in 2022, and five in the last six months of 2021. Another 173 FFLs have since voluntarily surrendered their licenses over the same time.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Some of the revocations were for\u00a0<\/span><a href=\"https:\/\/www.atf.gov\/docs\/undefined\/modernpawnandconsignmentinc01fci-27770pdf\/download\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">conduct that contributed to illegal firearms trafficking<\/span><\/a><span class=\"text-node\">. However,\u00a0<\/span><a href=\"https:\/\/www.atf.gov\/rules-and-regulations\/enhanced-regulatory-enforcement-policy\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">revocation documents published by the ATF<\/span><\/a><span class=\"text-node\">\u00a0also include numerous cases where there was no evidence the dealers intentionally committed violations or that their actions led to firearms being used in crimes. Several revocations show dealers\u00a0<\/span><a href=\"https:\/\/www.atf.gov\/docs\/undefined\/atticasystemsllc93fci-30686508pdf-0\/download\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">made paperwork errors<\/span><\/a><span class=\"text-node\">\u00a0or\u00a0<\/span><a href=\"https:\/\/www.atf.gov\/docs\/undefined\/gamechangeroutdoorsllc20fci-30914508pdf-0\/download\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">accepted gun-carry permits in lieu of a background check<\/span><\/a><span class=\"text-node\">\u00a0to make a sale without understanding the exception doesn\u2019t apply to out-of-state permits.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">So, even as the President\u2019s crackdown on licensed firearms dealers continues apace, his administration\u2019s research shows that effort is unlikely to put a meaningful dent into illegal gun trafficking.<\/span><\/p>\n<hr data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\" \/>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><a href=\"https:\/\/thereload.com\/podcast-a-gun-rights-lawyer-argues-second-amendment-protects-illegal-immigrants\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><picture data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">A\u00a0<\/span><a href=\"https:\/\/thereload.com\/gun-ban-for-non-violent-illegal-immigrant-found-unconstitutional\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">federal judge\u2019s recent ruling<\/span><\/a><span class=\"text-node\">\u00a0that the law disarming a defendant who is in the country unlawfully, but who doesn\u2019t have any violent convictions, violates the Second Amendment has drawn a lot of attention. It has been one of our most trafficked stories at\u00a0<\/span><em data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The Reload<\/span><\/em><span class=\"text-node\">\u00a0this year. The same is true for the dueling analysis pieces we published\u00a0<\/span><a href=\"https:\/\/thereload.com\/analysis-all-immigrants-are-part-of-the-people-protected-by-the-second-amendment\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">examining the ruling\u2019s legal theory<\/span><\/a><span class=\"text-node\">\u00a0and\u00a0<\/span><a href=\"https:\/\/thereload.com\/analysis-scotus-is-unlikely-to-agree-second-amendment-protections-extend-to-people-unlawfully-in-the-us\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">where the Supreme Court might come down on the issue<\/span><\/a><span class=\"text-node\">.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Given the discussion surrounding all of this, it seemed like a good idea to take a deeper dive into the topic. That\u2019s why we asked gun-rights lawyer Matt Larosiere, who wrote\u00a0<\/span><a href=\"https:\/\/thereload.com\/analysis-all-immigrants-are-part-of-the-people-protected-by-the-second-amendment\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">one of those analysis pieces<\/span><\/a><span class=\"text-node\">\u00a0for us, to come on the show. He gave us a fuller explanation of why he believes the Second Amendment protects nearly all people in the United States, regardless of their immigration status.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">He argued the modern gun prohibition based on immigration status shouldn\u2019t be able to withstand the Supreme Court\u2019s\u00a0<\/span><em data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Bruen<\/span><\/em><span class=\"text-node\">\u00a0test because the Founders didn\u2019t view citizenship the way we do today, and the Second Amendment\u2019s language is better read to protect nearly anyone in the country. He said reading the amendment to exclude those who aren\u2019t part of the political community doesn\u2019t work because the average American wasn\u2019t allowed to vote or participate in other key political functions during the Founding Era. Yet they did have their gun rights protected.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">He also argued that denying gun rights to immigrants in the country unlawfully, which is only a misdemeanor, necessitates adopting a legal standard that would put everyone else\u2019s gun rights at risk. Still, Larosiere acknowledged the recent ruling is an outlier and the Supreme Court is unlikely to take up a similar case anytime soon. Why has it happened, and what does it mean?<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">March 2024\u00a0<\/span><a href=\"https:\/\/thereload.com\/gun-sales-fall-in-march\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">saw 1.4 million gun sales<\/span><\/a><span class=\"text-node\">, according to an industry analysis of background checks. That sounds like a lot, and it is. But it\u2019s actually down 7.4 percent from March 2023, which was itself down from March 2022, which was down from March 2021, which was down from March 2020.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">January and February\u2019s numbers tell the same story.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The gun market is still searching for a floor after pandemic-era highs. It\u2019s now a search well into its fourth year. Each time the market appears to stabilize, a few months go by, and the bottom drops back out.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Sales rose\u00a0<\/span><a href=\"https:\/\/thereload.com\/gun-sales-rise-at-the-end-of-2023\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">at the end of 2023<\/span><\/a><span class=\"text-node\">, but they\u2019ve fallen back down and are now even below pre-pandemic levels.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The latest reversal is more surprising because we\u2019re now headed into an election. The presidential election should be driving more sales, especially since the incumbent is running on instituting a sales ban on popular guns. Traditionally, gun sales have increased in election years.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Even this early in the campaign, previous election years have tended to see elevated sales levels. The year-over-year increase during national elections is evident in 2020, 2018, 2016, 2012, 2008, and 2004.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><a href=\"https:\/\/thereload.com\/app\/uploads\/2024\/04\/image002.jpg\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><picture class=\"aligncenter wp-image-58127 size-full\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><img decoding=\"async\" class=\"pf-large-image flex-width pf-size-full blockImage\" src=\"https:\/\/thereload.com\/app\/uploads\/2024\/04\/image002.jpg\" srcset=\"\" alt=\"\" width=\"559\" data-lazy-sizes=\"(max-width: 559px) 100vw, 559px\" data-lazy-srcset=\"https:\/\/thereload.com\/app\/uploads\/2024\/04\/image002.jpg 559w, https:\/\/thereload.com\/app\/uploads\/2024\/04\/image002-300x231.jpg 300w\" data-lazy-src=\"https:\/\/thereload.com\/app\/uploads\/2024\/04\/image002.jpg\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\" data-pf_rect_width=\"559\" data-pf_rect_height=\"431\" \/><\/picture><\/a><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Certainly, That\u2019s not every election year. But it\u2019s most. And the elections that saw a decrease in year-over-year March gun sales were ones preceded by a year that experienced a huge spike in demand, such as the 2013 buying spree inspired by concerns over new gun bans in the aftermath of the Sandy Hook shooting.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The perfect storm of chaotic events Americans experienced in 2020, with a collection of controversies and emergencies that motivated people from all backgrounds to buy guns, led to the ultimate sales spike. So, part of the decline can still be chalked up to the expected hangover from that unprecedented buying spree. But four years on, and with March sales dropping below 2018 and 2013 levels, there is probably something more going on.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">After all, there\u2019s been a lot of good evidence from industry and academic sources that millions of people bought guns for the first time during that pandemic surge. Sure, the 2024 election alone is unlikely to drive sales back to 2020 levels, but you\u2019d expect it should put them above last year\u2019s numbers. And, indeed, above the numbers from before millions of people were added to the gun-owning community.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">So, why hasn\u2019t that happened?<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The economic situation could be having an effect. Inflation has raised the prices of guns and ammo. People\u2019s\u00a0<\/span><a href=\"https:\/\/www.axios.com\/2024\/02\/05\/wages-outpacing-inflation\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">wages haven\u2019t always kept up<\/span><\/a><span class=\"text-node\">\u00a0with that change.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Although, the economy seems to be doing better than the last year or two.\u00a0<\/span><a href=\"https:\/\/finance.yahoo.com\/news\/rise-consumer-spending-boon-3-121400547.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAAI2CtsNVczCUXlko6Fa11rSlW_niR296QsT5SazACQj_L90_upJbGNNEjBv-8SVS1YMCBYSNmotFUF0zego8A6ObFQeoKc5dhAzK_fyhEAJkqBRXOpHhqyZswvU0BAD8AlcFLpP0KhGnRvXxBcWuA_-_8A4S9SHKLUlCBOzv9SRE\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Consumer spending<\/span><\/a><span class=\"text-node\">\u00a0and\u00a0<\/span><a href=\"https:\/\/apnews.com\/article\/consumer-confidence-spending-economy-conference-board-ded70e56242c8de2097ae672deec1bdc\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">consumer confidence<\/span><\/a><span class=\"text-node\">\u00a0have remained high through the beginning of the year. Americans\u2019 views of the economy have also\u00a0<\/span><a href=\"https:\/\/apnews.com\/article\/biden-poll-survey-economy-trump-election-dca1b60f6749d5eb50bc0e7600814855\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">begun to brighten<\/span><\/a><span class=\"text-node\">.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Guns are, of course, also a durable good. They don\u2019t wear out as long as they are properly maintained. Theoretically, one is enough to address the average person\u2019s safety concerns.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">It\u2019s possible all those new pandemic-era gun owners aren\u2019t adding to their gun collections at the same rate pre-pandemic owners traditionally have. So, overall, the average demand for guns may have fallen a bit. Those who were inclined to buy a gun for self-defense did so during the pandemic, and they may well be satisfied with what they\u2019ve already got.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The gun industry may not have converted them into repeat buyers as successfully as traditional owners. Plus, those traditional owners may have stockpiled enough during the 2020 surge that they, too, feel less inclined to go out and buy more for a good long while. Maybe they have all the AR-15s, AK-47s, or other guns targeted by legislative ban proposals that they feel like they need, and the threat of a ban is not as much of a motivator anymore.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">It\u2019s hard to say for sure.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Another possibility is that Americans may not be paying attention to the election yet. News site traffic and cable ratings are\u00a0<\/span><a href=\"https:\/\/www.axios.com\/2024\/02\/06\/political-news-consumption-down-2024-election\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">way down<\/span><\/a><span class=\"text-node\">\u00a0from the same time in 2020. In fact, like gun sales, news interest seems to be down even over last year.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">That means the kind of gun buyer who might buy an AR-15 or similar gun because they\u2019re concerned about President Joe Biden\u2019s continued push for an \u201cassault weapons\u201d ban may not be paying attention to the news to become concerned yet. Same for a gun buyer concerned about where another Trump term could take the country. Or for whatever other buyers might head to their local gun store over the politics of the moment.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Maybe the people who are going to be persuaded to buy a gun over the election are still tuning out political news at the moment.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Or, perhaps they do understand what\u2019s going on and are simply not very alarmed by the 2024 election. That might even be a good sign. After all, gun sales spikes tend to be something of a chaos indicator.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The more uncertain Americans view the future, the more threatened they feel, the more likely they are to buy guns. So, a sales decline like the one we\u2019re seeing could indicate people are not very worried about where things are headed. They may not be concerned about new gun bans passing, violence increasing in their neighborhood, or political upheaval boiling over throughout the country. Or they may feel they\u2019re already prepared for those potential outcomes.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">There are some good reasons to feel that way after all. More than half of American voters now report having a gun in the home, according to an NBC poll. The Supreme Court handed down a landmark ruling expanding their view of what the Second Amendment covers just two years ago. President Biden, who is running basically even with Trump at the moment, appears unlikely to hold the Senate even if he does win and try to pass an AR-15 ban.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Maybe these are some of the things tempering the demand for guns. Maybe we\u2019ve just reached peak gun, and demand will never get close to those pandemic levels again. Maybe we\u2019ll see sales pick back up as the election gets closer and people start paying closer attention to it. Maybe it\u2019ll happen as the economy continues to improve.<\/span><\/p>\n<p class=\"added-to-list1 pf-delete\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Sales rising as November inches closer would be in line with how the gun market\u2019s demand cycle, but that should have already started.
