{"id":104581,"date":"2024-09-25T14:10:40","date_gmt":"2024-09-25T19:10:40","guid":{"rendered":"https:\/\/milesfortis.com\/?p=104581"},"modified":"2024-09-25T14:10:40","modified_gmt":"2024-09-25T19:10:40","slug":"104581","status":"publish","type":"post","link":"https:\/\/milesfortis.com\/?p=104581","title":{"rendered":""},"content":{"rendered":"<p><a href=\"https:\/\/hotair.com\/tree-hugging-sister\/2024\/09\/24\/perfect-biden-harris-metaphor-only-navy-oiler-in-me-runs-aground-springs-leaks-n3794933\">Perfect Biden-HARRIS Metaphor: Only Navy Oiler in ME Runs Aground, Springs Leaks.<\/a><\/p>\n<p>If there ever was a need for a poster child for the neglect and indifference that characterizes the Biden-HARRIS administration&#8217;s attitude towards governance, someone now could easily slap up a picture of the\u00a0<em>USNS Big Horn<\/em>.<\/p>\n<p>The ship&#8217;s sad story has all the elements that are now bedeviling the Americans it serves thanks to the malevolent, arrogant, indifferent clowns who currently rule over us.<\/p>\n<p>Almost a year ago,<a href=\"https:\/\/hotair.com\/tree-hugging-sister\/2023\/10\/26\/us-maritime-woes-god-forbid-we-go-to-war-n587976\" target=\"_blank\" rel=\"noopener noreferrer\">\u00a0I wrote something I headlined<\/a>, &#8220;<em><strong>US Maritime Woes: God Forbid We Go to War.<\/strong><\/em>&#8221; I was trying to shine a light on the utterly shameful, almost downright criminal neglect with which the Biden-HARRIS administration had treated our US Merchant Marine Fleet. It operates under the auspices of the US Maritime Administration (MARAD), which belongs to the Department of Transportation (aka Mayor Pete) &#8211; perhaps you&#8217;re already beginning to sense part of the problem if you don&#8217;t remember or haven&#8217;t read the column.<\/p>\n<p>The administration has an &#8220;admiral&#8221; named as head of MARAD, one RADM Ann Phillips, who has performed exactly as damn near any other Biden cabinet secretary, particularly Mayor Pete &#8211; they haven&#8217;t seen her.<\/p>\n<blockquote><p><span style=\"font-size: 12pt;\"><span style=\"color: #000000;\"><strong>&#8230;<\/strong>Maritime matters were a priority during the GHW Bush years, but<\/span>\u00a0<a href=\"https:\/\/gcaptain.com\/us-maritime-crisis-uncovering-the-ghost-admiral-steering-the-us-governments-most-secretive-agency\/\" target=\"_blank\" rel=\"noopener\">really got revved u<\/a>p <span style=\"color: #000000;\">during Trump\u2019s term.<\/span><\/span><\/p>\n<blockquote><p><span style=\"font-size: 12pt; color: #000000;\">\u2026During President Trump\u2019s administration, Maritime Administrator Commandant Mark Buzby instigated a tidal wave of change. He allocated hundreds of millions of dollars for training ships, activated the entire ready reserve fleet in significant naval Turbo Activations, personally handled media inquiries, engaged with sailors nationwide, and attended major events as a headline speaker.<\/span><\/p><\/blockquote>\n<p><span style=\"font-size: 12pt; color: #000000;\">Biden\u2019s current administrator, in contrast, has been\u00a0so\u00a0little engaged, she\u2019s earned her own call-sign, and it\u2019s not a compliment \u2013 \u201c\u2026who some call\u00a0<strong>the Ghost Admiral<\/strong>.\u201d<\/span><\/p><\/blockquote>\n<div class=\"my-4\"><\/div>\n<p>She&#8217;s still in the post.<\/p>\n<p><!--more--><\/p>\n<p>A crisis was afoot because there were not enough American merchant mariners to crew our US-flagged maritime fleet, and a plan had been floated to allow foreigners to provide a second deep-water US merchant marine fleet in time of war. While that was being argued &#8211; the US merchant union firmly against the proposal &#8211; a bombshell came from Maersk shipping.<\/p>\n<blockquote><p><span style=\"font-size: 12pt;\"><strong><span style=\"color: #000000;\">&#8230;Against all this roiling in the background \u2013 with a completely disinterested, incompetent administrator (and administration) at the helm \u2013 word came at the end of September that Maersk, the largest shipping firm in the world, and the \u201cprinciple transportation partner\u00a0<em id=\"isPasted\">for the US military<\/em>\u201d<\/span>\u00a0<a href=\"https:\/\/gcaptain.com\/maersk-backs-away-from-us-military-contracts\/\" target=\"_blank\" rel=\"noopener\">was backing away from it\u2019s DoD contracts<\/a>.<span style=\"color: #000000;\"> And picking up business from China.<\/span><\/strong><\/span><\/p>\n<blockquote id=\"isPasted\"><p><span style=\"font-size: 12pt; color: #000000;\"><strong>\u2026According to Hanley, Maersk executive interviewed by gCaptain today, the company plans to maintain its support and investment in container services and the US Maritime Security Program. However,\u00a0<em>it\u00a0has already divested its critical tanker fleet and contracts to manage military grey hull ships<\/em>. Maersk also was clear the recent divestiture of sale of assets\u00a0received the approval of key military stakeholders\u00a0including the US Maritime Administration (MARAD), Military Sealift Command (MSC) and the US Transportation Command (TRANSCOM).<\/strong><\/span><\/p>\n<p><span style=\"font-size: 12pt; color: #000000;\"><strong>How critical are those assets to the US Military? Very.<\/strong><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><strong><span style=\"color: #000000;\">\u201cThe\u00a0<\/span><em><span style=\"color: #000000;\">Department of Defense is\u00a0projected<\/span>\u00a0<a href=\"https:\/\/gcaptain.com\/the-us-navy-needs-tankers-a-crisis-in-capability\/\" target=\"_blank\" rel=\"noopener\">to need on the order of one hundred tankers<\/a>\u00a0<span style=\"color: #000000;\">of various sizes in the event of a serious conflict in the Pacific<\/span><\/em><span style=\"color: #000000;\">,\u201d said former Maersk executive Steve Carmel in a gCaptain editorial. \u201c<em>Not only does the U.S. lack the tonnage required to support a major conflict in the Pacific,\u00a0it has no identifiable roadmap to obtain it.<\/em>\u201d<\/span><\/strong><\/span><\/p><\/blockquote>\n<p><span style=\"font-size: 12pt; color: #000000;\"><strong>Oh,\u00a0<em>WELL DONE, GUYS<\/em>. Go ahead, sell it \u2013\u00a0<em>who needs tankers anyway? Not us<\/em>.<\/strong><\/span><\/p><\/blockquote>\n<div class=\"my-4\"><\/div>\n<p>I asked that rhetorically last year, and the Biden-HARRIS administration&#8217;s &#8220;Ghost Admiral,&#8221; Secretary Buttigieg, and neither the president nor his second in command seem to make it a priority.<\/p>\n<p>We didn&#8217;t have to wait for China to start something. According to my maritime guru friend, Capt John Konrad, it&#8217;s\u00a0<a href=\"https:\/\/gcaptain.com\/us-navy-oiler-usns-big-horn-aground-forcing-carrier-strike-group-to-scramble-for-fuel\/\" target=\"_blank\" rel=\"noopener noreferrer\">gonna be a major pain<\/a>\u00a0in the asterisk.<\/p>\n<blockquote><p><strong><span style=\"font-size: 12pt; color: #000000;\">US Navy Oiler Runs Aground, Forcing Carrier Strike Group to Scramble for Fuel<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: 12pt; color: #000000;\">&#8230;Compounding the p<\/span><span style=\"font-size: 12pt; color: #000000;\">roblem is the fact that the Big Horn is the only oiler the Navy has in the Middle East.\u00a0<em>One shipowner told gCaptain that\u00a0the Navy is scrambling to find a commercial oil tanker to take its place and deliver jet fuel to the USS Abraham Lincoln.<\/em><\/span><\/strong><\/p>\n<p><span style=\"font-size: 12pt;\"><strong><span style=\"color: #000000;\">If the Navy resorts to using a commercial oil tanker as a temporary replacement, it would need to install a Consolidated Cargo Handling and Fueling<\/span><\/strong> (<a href=\"https:\/\/www.ndtahq.com\/navy-develops-modular-consol-capability-to-refuel-oilers-at-sea\/\" target=\"_blank\" rel=\"noopener\">CONSOL<\/a>)<strong><span style=\"color: #000000;\"> system for underway replenishment operations. This system includes specialized refueling rigs, tensioned fueling hoses, and high-capacity fuel pumps\u2014all essential for safely transferring fuel to warships at sea. The tanker would also require robust communication and control systems to ensure precise coordination during refueling maneuvers.<\/span><\/strong><\/span><\/p>\n<p id=\"isPasted\"><strong><span style=\"font-size: 12pt; color: #000000;\"><em>This retrofitting process is no small feat.\u00a0It requires significant modifications to the commercial vessel, enabling it to withstand the unique stresses and operational demands of pumping fuel while sailing at full speed. Moreover, a U.S. Merchant Marine crew trained in CONSOL UNREP procedures\u2014a complex and high-risk operation\u2014would need to be flown to the Middle East to supervise the operation. This adds another layer of complexity to an already challenging situation.<\/em><\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: 12pt; color: #000000;\"><em>Commercial tankers are significantly slower than Navy oilers, which could leave the USS Abraham Lincoln more vulnerable to attack\u00a0during aviation fuel loading operations<\/em>.<\/span><\/strong><\/p><\/blockquote>\n<div class=\"my-4\"><\/div>\n<p>Oh, well done Biden-HARRIS types!<\/p>\n<p>If you have never seen a carrier &#8211; or even just a ship-to-ship &#8211; refueling operation, it is a pretty spectacular, precison maneuver at speed. And the long wait\u00a0<a href=\"https:\/\/gcaptain.com\/us-navy-oiler-usns-big-horn-aground-forcing-carrier-strike-group-to-scramble-for-fuel\/\" target=\"_blank\" rel=\"noopener noreferrer\">for new Navy oilers<\/a>\u00a0continues&#8230;<\/p>\n<blockquote><p>&#8230;The Navy currently faces a severe shortage of oilers and crew to operate them. Earlier this month, the Navy announced it\u00a0<a href=\"https:\/\/gcaptain.com\/report-u-s-navys-military-sealift-command-could-sideline-ships-amid-mariner-shortage\/\" target=\"_blank\" rel=\"noopener\">might lay up 17 replenishment and supply ships<\/a>\u2014including\u00a0<a href=\"https:\/\/gcaptain.com\/report-u-s-navys-military-sealift-command-could-sideline-ships-amid-mariner-shortage\/\" target=\"_blank\" rel=\"noopener\">one oiler<\/a>\u2014due to\u00a0<a href=\"https:\/\/gcaptain.com\/op-ed-u-s-mariner-shortage-demands-action-now\/\" target=\"_blank\" rel=\"noopener\">difficulties recruiting U.S. Merchant Mariners<\/a>. While the Navy has launched five new\u00a0<a href=\"https:\/\/gcaptain.com\/nassco-christens-first-john-lewis-class-fleet-oiler\/\" target=\"_blank\" rel=\"noopener\">John Lewis Class oilers<\/a>\u00a0\u2013 including the\u00a0<a href=\"https:\/\/gcaptain.com\/nassco-launches-fifth-fleet-oiler-for-u-s-navy\/\" target=\"_blank\" rel=\"noopener\"><em>USNS<\/em>\u00a0<em>Lucy Stone<\/em>\u00a0(T-AO 209)<\/a>\u00a0this week \u2013 and awarded NASSCO<a href=\"https:\/\/gcaptain.com\/john-lewis-class-oilers-us-navy-award-nassco-contract\/\" target=\"_blank\" rel=\"noopener\">\u00a0a $6.7 billion contract for eight<\/a>\u00a0more, challenges persist.<\/p>\n<p>Official Navy and Military Sealift Command sources have repeatedly assured gCaptain that the John Lewis program is on schedule. However, two marine inspectors who have examined the new oilers tell gCaptain they\u2019re encountering numerous problems, delaying the vessels\u2019 overseas deployment. Despite the lead ship, USNS John Lewis, being\u00a0<a href=\"https:\/\/gcaptain.com\/nassco-christens-first-john-lewis-class-fleet-oiler\/\" target=\"_blank\" rel=\"noopener\">launched in January 2021<\/a>, it\u2019s currently\u00a0<a href=\"https:\/\/x.com\/mercoglianos\/status\/1837634913212027089\" target=\"_blank\" rel=\"noopener\">sitting idle at a repair shipyard in Oregon<\/a>.\u00a0<em>As of today,<strong>\u00a0none of the new oilers have been\u00a0<a href=\"https:\/\/x.com\/mercoglianos\/status\/1837660980555264146\" target=\"_blank\" rel=\"noopener\">cleared<\/a>\u00a0to leave the continental United States.<\/strong><\/em><\/p><\/blockquote>\n<div class=\"my-4\"><\/div>\n<p>&#8230;not that there seems to be any rush on the part of the current administration, even though one of the &#8220;new&#8221; ships has been in the water for three years.<\/p>\n<p>It just breaks down so often that it can&#8217;t leave the United States and a nearby boat garage.
