For example, they might be asked to name one First Amendment right, know that the Constitution is &#8220;the supreme law of the land,&#8221; pick November as the month of presidential elections, identify George Washington as the first president or name one Indian tribe.<\/p>\n<\/div>\n<div data-hook=\"rcv-block7\">Now they&#8217;ll have to get 12 of 20 questions correct out of a test bank of 128 questions. There are fewer one-word answers.<\/div>\n<div data-hook=\"rcv-block9\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-lqc4194165\" class=\"fxTZ7 fvFfv lRgAI xFml2\" dir=\"auto\"><span class=\"zzOoR\">The old version included: <em>Who did the U.S. fight in World War II?<\/em><\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block10\">The new version: <em>Why did the U.S. fight in World War II?<\/em><\/div>\n<div data-hook=\"rcv-block12\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-feh7g4311\" class=\"fxTZ7 fvFfv lRgAI xFml2\" dir=\"auto\"><span class=\"zzOoR\">The new exam resembles a more <a class=\"OfpAK PB45x\" href=\"https:\/\/www.uscis.gov\/sites\/default\/files\/document\/crc\/M_1778LG.pdf\" target=\"_blank\" rel=\"noopener nofollow\" data-hook=\"web-link\">challenging version released late in 2020<\/a>, just before Trump&#8217;s first term ended. The Biden administration scrapped that test, saying it created too high a barrier for citizenship. <\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block14\">I wonder how the average American would do on the new exam. In fact, I&#8217;m not sure most Americans could pass the old one.<\/div>\n<div data-hook=\"rcv-block16\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-luwsm181888\" class=\"fxTZ7 fvFfv lRgAI xFml2\" dir=\"auto\"><span class=\"zzOoR\">Possible answers to the questions above:<\/span><\/p>\n<\/div>\n<div data-breakout=\"normal\">\n<ol class=\"lNAHs lRgAI\">\n<li class=\"syYPV\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-g0fcy4399\" class=\"fxTZ7 fvFfv lRgAI xFml2\" dir=\"\"><span class=\"zzOoR\"><em>Equality. We all become one<\/em><\/span><\/p>\n<\/li>\n<li class=\"syYPV\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-sxiu94408\" class=\"fxTZ7 fvFfv lRgAI xFml2\" dir=\"\"><span class=\"zzOoR\"><em>To force the Iraqi military from Kuwait.<\/em><\/span><\/p>\n<\/li>\n<li class=\"syYPV\" dir=\"auto\" aria-level=\"1\">\n<p id=\"viewer-ncrmu4411\" class=\"fxTZ7 fvFfv lRgAI xFml2\" dir=\"\"><span class=\"zzOoR\"><em>To more closely follow public opinion.<\/em><\/span><\/p>\n<\/li>\n<\/ol>\n<\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-xac00204575\" class=\"rTLis\">\n<div class=\"yxsMm EOojp\"><\/div>\n<\/div>\n<\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-qe0gg4577\" class=\"fxTZ7 fvFfv lRgAI xFml2\" dir=\"auto\"><span class=\"zzOoR\"><a class=\"OfpAK PB45x\" href=\"https:\/\/www.city-journal.org\/article\/us-citizenship-test-naturalization-exam-immigration-policy\" target=\"_blank\" rel=\"noopener noreferrer\" data-hook=\"web-link\">Citizenship should require more than memorizing facts and slogans, <\/a>argues Santiago Vidal Calvo in <em>City Journal.<\/em> The higher standards should start with &#8220;higher expectations \u2014 expanding basic civics and English requirements for permanent residency and certain work visas that have a path to citizenship,&#8221; he writes. <\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block25\">U.S. Citizenship and Immigration Services is also &#8220;changing how it <a class=\"OfpAK PB45x\" href=\"https:\/\/www.uscis.gov\/newsroom\/news-releases\/uscis-unveils-first-changes-to-naturalization-test-in-multi-step-overhaul-of-american-citizenship#:~:text=USCIS%20has%20also%20provided%20officers%20guidance%20on%20assessing%20aliens%E2%80%99%20good%20moral%20character%2C%20looking%20for%20positive%20contributions%20to%20American%20society%20instead%20of%20a%20mere%20absence%20of%20bad%20behavior.\" target=\"_blank\" rel=\"noopener noreferrer\" data-hook=\"web-link\">evaluates<\/a> the \u201cgood moral character\u201d requirement for green-card applicants, he writes. As in the <a class=\"OfpAK PB45x\" href=\"https:\/\/migrationobservatory.ox.ac.uk\/resources\/reports\/the-australian-points-based-system-what-is-it-and-what-would-its-impact-be-in-the-uk\/#:~:text=What%20is%20a%20points%2Dbased,offer%20lined%20up%20in%20advance.\" target=\"_blank\" rel=\"noopener noreferrer\" data-hook=\"web-link\">Canadian and Australian points-based systems<\/a>, U.S. immigration officers can now &#8220;prioritize applicants with in-demand skill sets, advanced education, English proficiency, and a clear commitment to American civic values.&#8221;<\/div>\n<div data-hook=\"rcv-block26\"><\/div>\n<div data-breakout=\"normal\">\n<div id=\"viewer-665ah200887\" class=\"fxTZ7 fvFfv lRgAI xFml2\" dir=\"auto\">&#8220;We should encourage newcomers to embrace an American identity,&#8221; Calvo writes. &#8220;This might include a brief course on U.S. history and civic responsibilities as an application requirement for green cards. We might ask naturalization applicants to write a short essay explaining what America means to them.&#8221;<\/div>\n<\/div>\n<div data-hook=\"rcv-block29\"><\/div>\n<div data-breakout=\"normal\">\n<p id=\"viewer-u5mks10425\" class=\"fxTZ7 fvFfv lRgAI xFml2\" dir=\"auto\"><span class=\"zzOoR\">He notes that &#8220;three-quarters of naturalized U.S. citizens say they are very proud to be American, compared with 69 percent of native-born Americans.&#8221;<\/span><\/p>\n<\/div>\n<div data-hook=\"rcv-block30\">Tyler Cowen makes a pitch for admitting <a class=\"OfpAK PB45x\" href=\"https:\/\/www.thefp.com\/p\/the-real-debate-about-immigration-is-who-politics-policy-international\" target=\"_blank\" rel=\"noopener noreferrer\" data-hook=\"web-link\">high-ability immigrants from China, India and Russia<\/a>.
