Having covered a few that drove national headlines, I\u2019ve discovered there is no universal formula for which ones hit the stratosphere, and which do not.<\/p>\n<p>Our recent story detailing\u00a0<a href=\"https:\/\/www.city-journal.org\/article\/minnesota-welfare-fraud-somalia-al-shabaab\" target=\"_blank\" rel=\"noreferrer noopener\">Minnesota\u2019s Somali fraud rings<\/a>\u00a0has been one of the lucky ones, achieving liftoff in record time.\u00a0<em>City Journal\u00a0<\/em>reporter Ryan Thorpe and I summarized a decade of Somali fraud schemes that stole billions of taxpayer dollars, some of which ended up with Al-Shabaab terrorists back in Somalia. These were sophisticated criminal enterprises that exploited Minnesota\u2019s generous welfare state, deployed accusations of racism to deter scrutiny, and looted the public treasury until local prosecutors did the hard work to bring them down.<\/p>\n<p>The meta-story\u2014how a news item weaves its way through public discourse\u2014is also worth considering. When we published the story, it quickly dominated the conversation on conservative social media. It filtered upward to primetime Fox News, where, on\u00a0<a href=\"https:\/\/www.foxnews.com\/video\/6385429402112\" target=\"_blank\" rel=\"noreferrer noopener\">Laura Ingraham\u2019s program<\/a>, I summarized the piece and called on President Trump to revoke Temporary Protected Status (TPS) for all Somalis in Minnesota.<\/p>\n<p>Within hours, the president, who had been following the story,\u00a0<a href=\"https:\/\/x.com\/christopherrufo\/status\/1992058385043501227\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>\u00a0that he would revoke TPS for all Somali recipients. Then, over the Thanksgiving holiday, Trump raised the stakes with a\u00a0<a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115625429081411360\" target=\"_blank\" rel=\"noreferrer noopener\">blistering social media tirade<\/a>\u00a0that ripped into Somali fraudsters, accused Minnesota governor Tim Walz of mental deficiencies, and promised to stop all asylum cases and immigration from the Third World. This sequence of events turned the Minnesota fraud into the debate of the moment.<\/p>\n<p>The next step in the process is for the liberal media to respond. Right on cue, CBS News published a story\u00a0<a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/trump-orders-green-cards-somalia-countries-concern-reexamined\" target=\"_blank\" rel=\"noreferrer noopener\">misrepresenting our report<\/a>\u00a0and \u201cdebunking\u201d that misrepresentation\u2014a claim that it eventually\u00a0<a href=\"https:\/\/x.com\/christopherrufo\/status\/1995270937093316866\" target=\"_blank\" rel=\"noreferrer noopener\">retracted under pressure<\/a>. The\u00a0<em>New York Times<\/em>\u00a0did somewhat better, publishing a\u00a0<a href=\"https:\/\/www.nytimes.com\/2025\/11\/29\/us\/fraud-minnesota-somali.html\" target=\"_blank\" rel=\"noreferrer noopener\">long feature<\/a>\u00a0on the Somali fraud, confirming key details, and opening the floodgates for discourse on the center-left. The spotlight thus turned to Governor Walz, who was at the helm when Somali thieves robbed Minnesota of billions.<\/p>\n<p>On the surface, the\u00a0<em>Times\u00a0<\/em>story was an acknowledgment that this was a real scandal that the liberal press had missed. But the paper did not address the underlying narrative about why the fraud happened. Yes, the story is about a criminal enterprise, but it runs deeper than that. The story has touched a nerve because it busts liberal myths about immigration, anti-racism, and the welfare state.<\/p>\n<p>Minnesota has long prided itself on its\u00a0<a href=\"https:\/\/cdn.ymaws.com\/fiscalexcellence.org\/resource\/resmgr\/fiscal_focus_articles\/why_does_12-2021_minnesota_s.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">generous welfare programs<\/a>\u00a0and\u00a0<a href=\"https:\/\/northstarpolicy.org\/minnesota-the-best-run-state-in-the-u-s\" target=\"_blank\" rel=\"noreferrer noopener\">reputation for good governance<\/a>. But after the mass arrival of the new Somali population\u2014many of whom\u00a0<a href=\"https:\/\/manhattan.institute\/article\/the-culture-transplant-review-immigrations-legacy\" target=\"_blank\" rel=\"noreferrer noopener\">brought with them<\/a>\u00a0different attitudes toward\u00a0<a href=\"https:\/\/www.transparency.org\/en\/countries\/somalia?\" target=\"_blank\" rel=\"noreferrer noopener\">government<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.idea.int\/democracytracker\/country\/somalia\" target=\"_blank\" rel=\"noreferrer noopener\">civil society<\/a>\u2014these programs became a weak point. George Floyd\u2019s 2020 death in Minneapolis demonstrated that scrutiny could be deflected by making baseless accusations of \u201cracism\u201d against anyone who raised questions about the missing funds.<\/p>\n<p>The uncomfortable truth for\u00a0<em>Times\u00a0<\/em>readers is that\u00a0<a href=\"https:\/\/www.city-journal.org\/article\/fraud-minnesota-somali-immigration-debate\" target=\"_blank\" rel=\"noreferrer noopener\">all cultures are not equal<\/a>. Therefore, not all cultures are compatible with all political systems. In this case, the Somali criminal enterprise is incompatible with a generous welfare state, particularly in the context of a racial politics that intimidates whistleblowers and other honest brokers.<\/p>\n<p>Though this story was particular to Minnesota, disruptive mass immigration is a national phenomenon. During the four years of the Biden administration, America imported\u00a0<a href=\"https:\/\/www.cbo.gov\/publication\/61464\" target=\"_blank\" rel=\"noreferrer noopener\">millions<\/a>\u00a0of foreigners, many illegally. Some of these have brought, or are trying to bring, negative aspects of their home culture to the United States.<\/p>\n<p>Indeed, cultural incompatibility was a campaign theme during the 2024 election.\u00a0 Venezuelan gangs\u00a0<a href=\"https:\/\/www.city-journal.org\/article\/chaos-in-aurora\" target=\"_blank\" rel=\"noreferrer noopener\">took over apartment buildings<\/a>\u00a0in Colorado. Haitian migrants\u00a0<a href=\"https:\/\/www.city-journal.org\/article\/charleroi-pennsylvania-grapples-with-surge-of-haitian-migrants\" target=\"_blank\" rel=\"noreferrer noopener\">overwhelmed deindustrialized towns<\/a>\u00a0in the Rust Belt. The Somali fraud story is another point in this plotline.<\/p>\n<p>The Trump administration\u00a0<a href=\"https:\/\/abcnews.go.com\/Politics\/16-million-people-us-illegally-deported-500k-deported\/story?id=126917302\" target=\"_blank\" rel=\"noreferrer noopener\">claims<\/a>\u00a0to be on pace to \u201cshatter\u201d records of forced deportations and so-called self-deportations, but more must be done. The administration should put financial restrictions on illegal immigrants, like requiring proof of legal status for maintaining a bank account; and implement massive remittance taxes to reduce the profitability of illegal immigration and fraud. And it must line up the manpower to turbocharge the prosecution of immigrant fraud, in Minnesota and elsewhere.<\/p>\n<p>The\u00a0<em>New York Times\u00a0<\/em>won\u2019t spell it out in block print, but even devoted liberals are starting to ask questions about the welfare state\u2019s combability with mass migration.
