Chad Christensen\u2019s guns-in-schools bill on a 52-18 vote this morning, sending it to senators for consideration. The bill, HB 122, allows school employees who have enhanced concealed-carry permits to carry concealed guns at school, whether or not the local school board approves. \u201cI know in the past this has been an issue about local control,\u201d Christensen, R-Iona, told the House. \u201cThis is a 2nd Amendment issue, and for me, the 2nd Amendment doesn\u2019t stop at the door of a school.\u201d<\/p>\n<p>He noted that the Idaho Sheriffs Association, state chiefs of police, and schools all oppose the bill, but said one sheriff from Caribou County, which is in his district, \u201cfully supports\u201d it. \u201cThis is a bill about school safety and our children,\u201d Christensen said. \u201cThe firearm is a tool, simple as that, and the fear of this tool is, I don\u2019t get it, it\u2019s just a tool, to help our children, to save lives.\u201d<\/p>\n<p>This bill also would forbid schools from posting \u201cGun-Free School Zone\u201d signs. House Education Chair Lance Clow, R-Twin Falls, asked Christensen if the bill would allow the general public to carry guns at schools; Christensen said no. So Clow questioned including that provision. \u201cTo me, that\u2019s a sign that we\u2019re telling the public, \u2018Don\u2019t bring your guns in to the school,\u2019\u201d he said.<\/p>\n<p><!--more--><\/p>\n<p>Christensen said his thinking was that since school staffers would be allowed to concealed-carry, \u201cit wouldn\u2019t apply in that case as a gun-free school zone.\u201d<\/p>\n<p>\u201cTo me that is a target saying you can come into our schools and shoot us up,\u201d Christensen declared. \u201cThose need to go.\u201d<\/p>\n<p>Rep. Karey Hanks, R-St. Anthony, said as the driver of a school activity bus, \u201cI would appreciate that opportunity to legally carry to protect my students. \u2026 Driving down the road, somebody could jump in the back easily.\u201d<\/p>\n<p>Rep. Aaron von Ehlinger, R-Lewiston, said he\u2019d like to carry a concealed gun when he substitute teachers. \u201cI absolutely believe that the only way to stop a bad guy with a gun is a good guy with a gun,\u201d he said.<\/p>\n<p>Rep. Chris Mathias, D-Boise, debated against the bill. \u201cOur school districts already have the ability to authorize school employees to carry firearms on school grounds,\u201d he said. \u201cThe police chiefs are opposed to this, sheriffs are opposed to this, the schools are exposed to this.\u201d Mathias said because the bill specifies that those staffers carrying concealed guns would have no duty to protect students, it adds risk to schools without any benefit. He asked, \u201cThe bill\u2019s design is to create opportunities where a good guy with a gun can stop the bad guy with the gun, but if weapon holders don\u2019t have a duty to perform like our law enforcement officers do, what\u2019s the point of exposing our children to all the risk?\u201d<\/p>\n<p>Rep. Judy Boyle, R-Midvale, said, \u201cBanks have armed guards, but our schools do not. Does that mean we think more of protecting money than we do our precious children? I would hope not.\u201d She said, \u201cSomebody better be there with a gun.\u201d<\/p>\n<p>Christensen said, \u201cI don\u2019t want to wait \u2018til our kids are harmed when we can do something now.\u201d<\/p>\n<p>In the 52-18 vote, six House Republicans joined all 12 House Democrats in opposing HB 122; 52 House Republicans voted in favor.<\/p>\n<p>This is the third straight year Christensen has proposed the bill; both previous versions never made it out of committee.
