Doug Ducey signed a bill Tuesday evening that makes Arizona a \u201cSecond Amendment sanctuary\u201d and bars law enforcement agencies in the Grand Canyon State from enforcing federal gun control measures, ignoring a last-minute plea from gun control groups urging him to veto it.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">\u201cWe want him to know that his constituents don\u2019t agree with this,\u201d Sophia Carrillo, a volunteer with gun safety group Moms Demand Action said to\u00a0<\/span><i><span data-wahfont=\"15\">Arizona Mirror\u00a0<\/span><\/i><span data-wahfont=\"15\">Tuesday morning after the group delivered nearly 2,500 signatures urging him to veto the bill.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">Moms Demand Action collected 2,485 signatures which they delivered to Ducey\u2019s office Tuesdaymorning in the hopes that it will persuade the governor to veto\u00a0<\/span><a role=\"link\" href=\"https:\/\/apps.azleg.gov\/BillStatus\/BillOverview\/74500\" data-wahfont=\"15\"><span data-wahfont=\"15\">House Bill 2111<\/span><\/a><span data-wahfont=\"15\">.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">The bill, sponsored by Rep. Leo Biasiucci, R-Lake Havasu, makes it illegal for local governments, the state and employees to enforce or cooperate with any federal law, act, treaty, rule or regulation that is \u201cinconsistent with any law of this state regarding the regulation of firearms.\u201d\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><!--more--><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">The bill passed along party lines in the legislature.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">Since President Joe Biden has been elected,\u00a0<\/span><a role=\"link\" href=\"https:\/\/abcnews.go.com\/Politics\/fear-fuels-gun-sales-biden-vows-crackdown\/story?id=74759162\" data-wahfont=\"15\"><span data-wahfont=\"15\">gun sales have skyrocketed<\/span><\/a><span data-wahfont=\"15\">\u00a0over fears of forthcoming gun control legislation, a trend that has\u00a0<\/span><a role=\"link\" href=\"https:\/\/www.youtube.com\/watch?v=ZPvJyuc7qyI\" data-wahfont=\"15\"><span data-wahfont=\"15\">been happening in Arizona as well<\/span><\/a><span data-wahfont=\"15\">\u00a0as nationally.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">In an interview on KTAR Wednesday morning, Ducey said the bill protects \u201can enumerated right\u201d that all people have under the U.S. Constitution.\u00a0<\/span><\/p>\n<div class=\"twitter-tweet twitter-tweet-rendered\"><iframe id=\"twitter-widget-0\" class=\"\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/Tweet.html?creatorScreenName=https%3A%2F%2Fwww.twitter.com%2FJerodMacEvoy&amp;dnt=true&amp;embedId=twitter-widget-0&amp;features=eyJ0ZndfZXhwZXJpbWVudHNfY29va2llX2V4cGlyYXRpb24iOnsiYnVja2V0IjoxMjA5NjAwLCJ2ZXJzaW9uIjpudWxsfSwidGZ3X2hvcml6b25fdHdlZXRfZW1iZWRfOTU1NSI6eyJidWNrZXQiOiJodGUiLCJ2ZXJzaW9uIjpudWxsfX0%3D&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1379809917633060867&amp;lang=en&amp;origin=https%3A%2F%2Fwww.azmirror.com%2Fblog%2Fgun-control-advocates-urge-ducey-to-veto-gun-sanctuary-bill%2F&amp;partner=tweetdeck&amp;sessionId=3964a1216d4a626108ca4a34b04f4889cffbafbd&amp;siteScreenName=arizonamirror&amp;theme=light&amp;widgetsVersion=1ead0c7%3A1617660954974&amp;width=550px\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1379809917633060867\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p data-wahfont=\"15\">\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">\u201cThat (bill) has not changed anything,\u201d he said. \u201cThat was a proactive law for what is possible to come out of the Biden administration.\u201d<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">A handful of volunteers with Moms Demand Action waited outside the executive tower while the petitions were delivered Tuesday morning. Marie Thearle, a volunteer with the group, said she is concerned that the bill will cause confusion for local law enforcement.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">Maricopa County\u00a0<\/span><a role=\"link\" href=\"https:\/\/ktar.com\/story\/4246579\/maricopa-county-sheriff-penzone-questions-purpose-of-arizona-gun-bill\/\" data-wahfont=\"15\"><span data-wahfont=\"15\">Sheriff Paul Penzone told KTAR<\/span><\/a><span data-wahfont=\"15\">\u00a0that the bill was confusing and would put law enforcement in an awkward position.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">\u201cI think \u2026 there\u2019s political motivation. It\u2019s one of those emotional issues, but as far as the impact on law enforcement, it will create confusion or challenges more than benefits or protecting the Second Amendment,\u201d<\/span><span data-wahfont=\"15\">\u00a0Penzone told the radio station.\u00a0<\/span><span data-wahfont=\"15\">\u201cThe people who wrote it really didn\u2019t sit down and have a thoughtful conversation as to the application.\u201d<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">Carrillo, a survivor of domestic violence and gun violence herself, said she worries about how the legislation will affect federal legislation aimed at preventing loopholes abusers use to keep their weapons.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">In Arizona, between 2008 and 2012 approximately\u00a0<\/span><a role=\"link\" href=\"https:\/\/www.acesdv.org\/wp-content\/uploads\/2014\/07\/AzCADV-Making-the-Connection-Between-Gun-Violence-and-Domestic-Violence-Homicidesv2.pdf\" data-wahfont=\"15\"><span data-wahfont=\"15\">60% of all domestic violence incidents<\/span><\/a><span data-wahfont=\"15\">\u00a0were committed with a firearm.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">Despite delivering the signatures, Carillo was expecting Ducey to approve the measure \u2014 and was already trying to think of next steps. One of those options is pushing for legislation and pushing for more gun control and candidates who support strengthening Arizona\u2019s gun laws.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">\u201cWe need people like these volunteers in the legislature,\u201d Carillo said, motioning to the other Moms Demand Action volunteers. \u201c2022 is right around the corner.\u201d\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">Ducey has\u00a0<\/span><a role=\"link\" href=\"https:\/\/www.azmirror.com\/2020\/02\/13\/ducey-flip-flops-on-red-flag-laws-says-they-wont-happen-on-his-watch\/\" data-wahfont=\"15\"><span data-wahfont=\"15\">flip-flopped on gun control measures<\/span><\/a><span data-wahfont=\"15\">\u00a0in the past: After calling for red flag laws, he retreated after facing criticism from conservatives.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">As for Thearle, she said she and others are looking forward as well and that they hope those who are against them see their common goals.\u00a0<\/span><\/p>\n<p data-wahfont=\"15\"><span data-wahfont=\"15\">\u201cThey probably have more in common with us than they think,\u201d Thearle said, adding that she isn\u2019t against gun ownership, but is for safety and responsibility.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ducey signs \u2018Second Amendment sanctuary\u2019 bill Gov.
