Bill to Make Pennsylvania 22nd Constitutional Carry State Heads to Gov. Wolf<\/a><\/p>\n Legislation that would make Pennsylvania the 22nd constitutional carry state passed the state house yesterday and is heading to Gov. Tom Wolf\u2019s (D) desk.<\/p>\n The Associated Press\u00a0reports<\/a> that the legislation would do away with any municipal-level permit requirement for open carry and end the statewide requirement that law-abiding citizens get a permit in order to conceal carry.<\/p>\n ABC 27\u00a0describes<\/a>\u00a0the legislation, House Bill 565, as \u201cpolarizing.\u201d Republicans support the bill, Democrats largely oppose it.<\/p>\n House Majority Leader Kerry Benninghoff (R) commented on HB565, saying, \u201cThe legislation to assert Pennsylvanian\u2019s constitutional right to carry firearms without a permit protects the Second Amendment and Article 1, sec. 21 state constitutional rights of legal gun owners. The bill changes nothing regarding who can legally own a gun and takes nothing away from law enforcement from going after those owning and using guns illegally.\u201d<\/p>\n State rep. Jordan Harris (D) voiced opposition to the bill.<\/p>\n Harris said, \u201cWe\u2019re wasting time on a piece of legislation that\u2019s gonna be vetoed.
