{"id":87209,"date":"2022-10-31T11:06:35","date_gmt":"2022-10-31T16:06:35","guid":{"rendered":"https:\/\/milesfortis.com\/?p=87209"},"modified":"2022-10-31T11:06:35","modified_gmt":"2022-10-31T16:06:35","slug":"87209","status":"publish","type":"post","link":"https:\/\/milesfortis.com\/?p=87209","title":{"rendered":""},"content":{"rendered":"<p><a href=\"https:\/\/townhall.com\/columnists\/gabriellahoffman\/2022\/10\/28\/the-range-access-act-would-bolster-public-lands-and-gun-rights-n2615147\" target=\"_blank\" rel=\"noopener\">The Range Access Act Would Bolster Public Lands and Gun Rights<\/a><\/p>\n<p id=\"isPasted\"><span data-preserver-spaces=\"true\">As more Americans\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nssf.org\/articles\/the-firearm-industry-needs-a-giant-biden-i-did-that-sticker\/\" target=\"_blank\" rel=\"noopener\">purchase<\/a><span data-preserver-spaces=\"true\">\u00a0firearms, opportunities to access shooting ranges on public lands should be expanded.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">A newly-introduced House of Representatives bill aims to bolster public range access for new and returning recreational shooters.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Congressman Blake Moore (R-UT)\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.boone-crockett.org\/congressman-blake-moore-introduces-range-access-act-expand-access-public-shooting-ranges-and-support\" target=\"_blank\" rel=\"noopener\">introduced<\/a><span data-preserver-spaces=\"true\">\u00a0the timely Range Access Act to \u201crequire the U.S. Forest Service (USFS) and the Bureau of Land Management (BLM) to ensure that each qualifying National Forest and BLM district\u201d designate\u2014at a minimum\u2014one public recreational shooting range without charging a user fee.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The U.S. Department of Agriculture, which manages the USFS,\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.fs.usda.gov\/Internet\/FSE_DOCUMENTS\/stelprdb5270144.pdf\" target=\"_blank\" rel=\"noopener\">states<\/a><span data-preserver-spaces=\"true\">\u00a0some ranges located on National Forest lands impose usage fees.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cThis legislation is an important step in expanding access to recreational shooting practice. Americans from coast to coast love spending time in the outdoors, and expanding our ability to recreate on and enjoy our public lands is one of my core focuses in Congress,\u201d\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/blakemoore.house.gov\/media\/press-releases\/congressman-blake-moore-introduces-range-access-act-expand-access-public\" target=\"_blank\" rel=\"noopener\">said<\/a><span data-preserver-spaces=\"true\">\u00a0Congressman Blake Moore in a press release. \u201cThe Range Access Act would establish free shooting ranges for sportsmen to safely participate in target practice while supporting our wildlife conservation and local economies.\u201d<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The legislation also received praise from the nation\u2019s preeminent shooting sports and conservation organizations.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cThe National Shooting Sports Foundation commends Congressman Blake Moore for introducing this vitally important legislation to increase access for the public to practice marksmanship at safe recreational shooting ranges,\u201d said Lawrence G. Keane, National Shooting Sports Foundation (NSSF) Senior Vice President and General Counsel. \u201cThis legislation, which would require the U.S. Forest Service and Bureau of Land Management to have at least one qualifying recreational shooting range in each National Forest and BLM district, is crucial to ensuring safe public recreational shooting. Congressman Moore\u2019s bill would also benefit conservation by reducing pollution at non-dedicated ranges on federal public lands while also generating additional Pittman-Robertson revenue.\u201d<\/span><\/p>\n<p><!--more--><\/p>\n<p><span data-preserver-spaces=\"true\">\u201cThe Range Access Act will build on years of coordination among Federal agencies and sportsmen conservationists to promote safe opportunities for hunters to learn and practice shooting skills,\u201d\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.boone-crockett.org\/congressman-blake-moore-introduces-range-access-act-expand-access-public-shooting-ranges-and-support\" target=\"_blank\" rel=\"noopener\">added<\/a><span data-preserver-spaces=\"true\">\u00a0Boone and Crockett Club CEO Tony Schoonen. \u201cWe thank Congressman Blake Moore for advancing this work, which will also aid the recruitment, reactivation, and retention of hunters and recreational shooters.&#8221;\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">&#8220;CSF extends our appreciation to Rep. Blake Moore for leading the Range Access Act. As recreational shooting continues to grow in popularity, the Range Access Act is an important bill to bolster opportunities for sportsmen and women to safely practice and exercise our firearms heritage,&#8221;\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/congressionalsportsmen.org\/the-media-room\/news\/csc-member-rep.-blake-moore-introduces-important-bill-to-enhance-recreation\" target=\"_blank\" rel=\"noopener\">remarked<\/a><span data-preserver-spaces=\"true\">\u00a0Congressional Sportsmen&#8217;s Foundation President Jeff Crane. &#8220;Recreational shooters provide the bulk of funding to the Pittman-Robertson Act, the lifeblood of state fish and wildlife agencies for hunting and shooting projects, and this legislation recognizes the contributions of target shooters by increasing access opportunities for them to enjoy this time-honored tradition.&#8221;<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">As of this writing, the bill enjoys support from the National Shooting Sports Foundation, the Theodore Roosevelt Conservation Partnership, the Boone and Crockett Club, Delta Waterfowl, the Congressional Sportsmen\u2019s Foundation, the Mule Deer Foundation, the Rocky Mountain Elk Foundation, the Wild Sheep Foundation, Safari Club International, the Sportsmen&#8217;s Alliance, Backcountry Hunters and Anglers, and Ducks Unlimited.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The Range Access Act would be an excellent complement to the Target Practice and Marksmanship Training Support Act\u2014which former President Donald Trump signed into law in 2019.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The bill, now law,\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/1222\/text\" target=\"_blank\" rel=\"noopener\">amends<\/a><span data-preserver-spaces=\"true\">\u00a0\u201cthe Pittman-Robertson Wildlife Restoration Act to facilitate the establishment of additional or expanded public target ranges in states.\u201d It also\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.risch.senate.gov\/public\/index.cfm\/2019\/5\/risch-celebrates-trump-signing-gun-range-bill-into-law\" target=\"_blank\" rel=\"noopener\">increased<\/a><span data-preserver-spaces=\"true\">\u00a0the amount of P-R dollars states can contribute to improve or construct a public shooting range from 75 percent to 90 percent and requires agencies like USFS and BLM to work with localities to ensure ranges are well-equipped and routinely updated.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">If Rep. Moore\u2019s bill passes, the\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/history.house.gov\/Historical-Highlights\/1901-1950\/The-Wildlife-Restoration-Act-of-1937\/\" target=\"_blank\" rel=\"noopener\">Pittman-Robertson Act of 1937<\/a><span data-preserver-spaces=\"true\">\u00a0would be bolstered. Since the law\u2019s inception, over\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nssf.org\/articles\/firearm-industry-surpasses-15-billion-in-pittman-robertson-excise-tax-contributions-for-conservation\/\" target=\"_blank\" rel=\"noopener\">$15 billion<\/a><span data-preserver-spaces=\"true\">\u00a0has been generated for wildlife conservation, hunter education, habitat restoration, and public shooting ranges. Last year, there was a historic\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.fws.gov\/press-release\/2022-02\/interior-department-announces-over-15-billion-support-state-wildlife#:~:text=Collections-,Interior%20Department%20Announces%20Over%20%241.5%20Billion%20to,Wildlife%20Conservation%20and%20Outdoor%20Recreation&amp;text=The%20Bipartisan%20Infrastructure%20Law%20(BIL,nation's%20infrastructure%20and%20economic%20competitiveness.\" target=\"_blank\" rel=\"noopener\">$1.5 billion<\/a><span data-preserver-spaces=\"true\">\u00a0haul gathered and then distributed back to state wildlife agencies.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u00a0<\/span><span data-preserver-spaces=\"true\">A handful of House Republicans, however, have proposed gutting Pittman-Robertson through the RETURN Act under the misleading claim it infringes on our Second Amendment rights. \u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">I debunked this here at Townhall during the summer,\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/townhall.com\/columnists\/gabriellahoffman\/2022\/07\/15\/republicans-should-continue-to-support-the-pittmanrobertson-act-n2610290\" target=\"_blank\" rel=\"noopener\">writing<\/a><span data-preserver-spaces=\"true\">, \u201cThe RETURN Act has no likelihood of passing and it won\u2019t bolster our Second Amendment rights\u2026This distracts us from fighting actual gun control. Worse, you risk alienating sportsmen and women who strongly\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.nwf.org\/Educational-Resources\/Reports\/2012\/09-25-2012-Survey-of-Sportsmen\" target=\"_blank\" rel=\"noopener\">identify with the Right<\/a><span data-preserver-spaces=\"true\">.\u201d<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">If Republicans desire to expand range access and uphold Second Amendment rights, they should replicate legislation like Utah Congressman Blake Moore\u2019s Range Access Act.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Remember: Expanding gun rights and supporting conservation aren\u2019t mutually exclusive.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Range Access Act Would Bolster Public Lands and Gun Rights As more Americans\u00a0purchase\u00a0firearms, opportunities to access shooting ranges on public lands should be expanded.\u00a0 A newly-introduced House of Representatives bill aims to bolster public range access for new and returning recreational shooters.
