Bruen\u00a0<\/span><\/em><span class=\"text-node\">is very popular among the American public. That\u2019s because a decades-long cultural shift towards concealed carry had already succeeded well before the justices ever took up the case.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">A\u00a0<\/span><a class=\"\" href=\"https:\/\/thereload.com\/poll-majority-approve-of-pro-gun-supreme-court-ruling\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Marquette University law school poll<\/span><\/a><span class=\"text-node\">\u00a0released this week found 64 percent of Americans have a favorable opinion of the Supreme Court\u2019s holding that the \u201cSecond Amendment protects the right to possess a gun outside the home.\u201d By contrast, 35 percent say they oppose the decision, with only 16 percent saying they\u2019re strongly opposed.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">That such a substantial majority gave a warm reception to the concept of public concealed carry rights should not come as a shock. For nearly all of the country, the Court did little more than affirm the status quo.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">When the decision was handed down, three-quarters of the population lived in a state where law-abiding adults faced only limited barriers to carrying a concealed firearm for self-defense. They could do so in 25 of those states without even needing to obtain a government-issued permit.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">A tandem of shifting cultural practices and state legislation made that possible. Beginning in 1987 with Florida\u2019s adoption of \u201cshall-issue\u201d concealed carry permitting, where state officials can\u2019t subjectively deny permit applications, a revolution in liberalized gun carry laws began to sweep the country.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><a class=\"\" href=\"https:\/\/commons.wikimedia.org\/wiki\/File:Right_to_Carry,_timeline.gif#\/media\/File:Right_to_Carry,_timeline.gif\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><img decoding=\"async\" class=\"aligncenter pf-large-image flex-width pf-size-full blockImage\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/5\/5a\/Right_to_Carry%2C_timeline.gif\" srcset=\"\" alt=\"Right to Carry, timeline.gif\" data-lazy-src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/5\/5a\/Right_to_Carry%2C_timeline.gif\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\" data-pf_rect_width=\"189.609375\" data-pf_rect_height=\"18\" \/><\/a><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<p data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><!--more--><\/p>\n<section class=\"elementor-section elementor-top-section elementor-element elementor-element-1891bb6e elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"1891bb6e\" data-element_type=\"section\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\">\n<div class=\"elementor-container elementor-column-gap-default\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\">\n<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-742dd317\" data-id=\"742dd317\" data-element_type=\"column\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\">\n<div class=\"elementor-widget-wrap elementor-element-populated\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\">\n<div class=\"elementor-element elementor-element-2b1b09e6 elementor-widget__width-auto elementor-widget elementor-widget-theme-post-content\" data-id=\"2b1b09e6\" data-element_type=\"widget\" data-widget_type=\"theme-post-content.default\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\">\n<div class=\"elementor-widget-container pf-candidate\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\">\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">At the same time, the cultural practices surrounding gun ownership began to shift. Older gun owners primarily concerned with using long guns for hunting and other sporting pursuits gave way to a new generation interested in handguns and mainly motivated by personal protection.\u00a0<\/span><span class=\"\" data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Scores of publicly available data show that as the culture shifted, gun owners began to take advantage of the permissive changes to state carry laws<\/span><\/span><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">.\u00a0<\/span><\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">A\u00a0<\/span><a href=\"https:\/\/ajph.aphapublications.org\/doi\/full\/10.2105\/AJPH.2022.307094?role=tab\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">new peer-reviewed study<\/span><\/a><span class=\"text-node\">\u00a0released last month in the\u00a0<\/span><em data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">American Journal of Public Health<\/span><\/em><span class=\"text-node\">\u00a0found that the number of Americans who report carrying a firearm every day doubled from the mid-to-late 2010s.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">\u201cIn 2019, about 16 million or roughly 3 in 10 (30.3 %) of U.S. handgun owners carried handguns in the past month (up from 9 million or 23.5% in 2015), and approximately 6 million did so daily (twice the 3 million who did so in 2015),\u201d the study\u2019s authors wrote.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Similarly, Georgetown University Professor William English\u2019s 2021\u00a0<\/span><a href=\"https:\/\/thereload.com\/largest-ever-survey-of-gun-owners-finds-diversity-increasing-carrying-common-and-more-than-1-6-million-defensive-uses-per-year\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">National Firearms Survey<\/span><\/a><span class=\"text-node\">\u00a0found that 56.2 percent of gun owners, around 45.8 million adults, say there are certain circumstances in which they carry a handgun for self-defense. The survey found that approximately 20.7 million individuals report carrying a gun in public with some level of regularity.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">These data points are just a few examples of how ubiquitous public gun carry had become for vast swaths of the country before the Supreme Court ever agreed to hear a case on the matter. Just eight states, representing about a quarter of the country\u2019s population, made carrying firearms for self-defense a foreign concept reserved for the wealthy and politically connected by allowing officials to deny permit applications subjectively using \u201cmay-issue\u201d laws.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Shortly after the Supreme Court struck down those subjective \u201cmay-issue\u201d standards in June, Marquette found that only 56 percent agreed with the ruling. The eight-point boost in favorability between now and then could be the result of people in those states recognizing that living under a shall-issue carry regime is not an apocalyptic scenario but, rather, business as usual as it had been in most of the country that had made the shift years earlier. In time, as states that had \u201cmay-issue\u201d standards are forced to comply with the Court\u2019s summer ruling, and average residents of those states begin receiving permits for the first time, the ruling\u2019s popularity may increase further.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The evolution of public opinion over the Supreme Court\u2019s handling of carry rights mirrors the public\u2019s response to\u00a0<\/span><\/span><em data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Heller<\/span><\/span><\/em><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">.\u00a0<\/span><\/span><span class=\"text-node\">A Gallup poll conducted just after that landmark decision also found that it was overwhelmingly popular with the American people.<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">\u201cThe Supreme Court\u2019s ruling on Thursday that a District of Columbia ban on handgun ownership is unconstitutional appears to be solidly in step with public opinion,\u201d Gallup\u00a0<\/span><a href=\"https:\/\/news.gallup.com\/poll\/108394\/americans-agreement-supreme-court-gun-rights.aspx\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">wrote at the time<\/span><\/a><span class=\"text-node\">. \u201cA clear majority of the U.S. public \u2014 73% \u2014 believes the Second Amendment to the Constitution guarantees the rights of Americans to own guns.\u201d<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">By contrast, only 20 percent of respondents to that poll agreed with the so-called collective rights interpretation of the Second Amendment the Court explicitly rejected in\u00a0<\/span><em data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Heller<\/span><\/em><span class=\"text-node\">. It also found that \u201calmost 7 out of 10 Americans are opposed to a law that would make the possession of a handgun illegal, except by the police.\u201d<\/span><\/p>\n<p class=\"added-to-list1\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">In the aftermath of that ruling, handgun bans have\u00a0<\/span><a href=\"https:\/\/thereload.com\/poll-support-for-stricter-gun-control-craters\/\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">only grown less popular among<\/span><\/a><span class=\"text-node\">\u00a0the American public.\u00a0<\/span><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Handguns have now become the\u00a0<\/span><\/span><a class=\"editor-rtfLink added-to-list1\" href=\"https:\/\/www.pewresearch.org\/social-trends\/2017\/06\/22\/the-demographics-of-gun-ownership\/\" target=\"_blank\" rel=\"noopener\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">country\u2019s most commonly owned type of firearm<\/span><\/span><\/a><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">, owned by nearly three out of every four gun owners.<\/span><\/span><\/p>\n<p class=\"added-to-list1 pf-delete\" data-pf_style_display=\"block\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">In both instances, the Supreme Court\u2019s decision was a lagging indicator of a broader cultural shift that had already taken place and been ratified in the court of public opinion.\u00a0<\/span><span class=\"\" data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">The American people, through their state representatives and their decisions to make handgun ownership and concealed carry widespread, already demonstrated their agreement with the Supreme Court\u2019s\u00a0<\/span><\/span><em data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">Bruen\u00a0<\/span><\/span><\/em><span data-preserver-spaces=\"true\" data-pf_style_display=\"inline\" data-pf_style_visibility=\"visible\"><span class=\"text-node\">decision.
