More than 100 bills are seeking just that<\/a><\/p>\n<p class=\"gnt_ar_b_p\">One bill would allow guns in parked cars on school property. Another wants to expand access to a firearm while on a boat. And one proposal would increase the area in which a person can reasonably discharge their gun in self-defense.<\/p>\n<p class=\"gnt_ar_b_p\">Four years after Oklahoma\u2019s Republican Legislature approved &#8220;permitless carry,&#8221; removing any training or licensing requirements to handle a firearm, lawmakers have filed more than 100 bills to expand gun access even further.<\/p>\n<p class=\"gnt_ar_b_p\">With a history of being the first to pass some pro-firearm laws,\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.oklahoman.com\/story\/news\/politics\/2022\/08\/28\/oklahoma-lawmakers-have-banned-red-flag-laws-gun-control\/65416738007\/\" data-t-l=\":b|e|k|${u}\">including the nation&#8217;s first ban on \u201cred flag\u201d laws in 2020<\/a>, Oklahoma\u2019s Legislature often provides a glimpse of what gun-related policies will be a focus for gun rights groups across the nation.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;We try to be ahead of the curve in Oklahoma,&#8221; said Don Spencer, leader of the Oklahoma Second Amendment Association,\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/apnews.com\/article\/covid-health-oklahoma-city-congress-don-spencer-016cf578ab9341159699c1bc62f52ab9\" data-t-l=\":b|e|k|${u}\">a local organization that aggressively pushes for pro-gun laws<\/a>.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cRight now, the big focus is on pushing back on federal government overreach or getting ahead of it, which I think you will see a lot more of.&#8221;<\/p>\n<p class=\"gnt_ar_b_p\"><a class=\"gnt_ar_b_a\" href=\"http:\/\/webserver1.lsb.state.ok.us\/cf_pdf\/2023-24%20INT\/hB\/HB1002%20INT.PDF\" data-t-l=\":b|e|k|${u}\">House Bill 1002<\/a>\u00a0would allow county sheriffs to arrest federal employees who enforce laws that are \u201ccounter\u201d to the Second Amendment, while\u00a0<a class=\"gnt_ar_b_a\" href=\"http:\/\/webserver1.lsb.state.ok.us\/cf_pdf\/2023-24%20INT\/hB\/HB2643%20INT.PDF\" data-t-l=\":b|e|k|${u}\">House Bill 2643<\/a>\u00a0would make Oklahoma-made firearms exempt from federal gun laws.<\/p>\n<p class=\"gnt_ar_b_p\">Those bills have not yet been scheduled for a committee hearing, but they would likely face legal challenges if passed into law.<\/p>\n<p class=\"gnt_ar_b_p\">The politics of pushing back on federal firearm restrictions are already in play in some parts of the state,\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.oklahoman.com\/story\/news\/2023\/01\/27\/oklahoma-logan-county-sheriffs-defy-department-of-justice-ruling-firearms\/69845261007\/\" data-t-l=\":b|e|k|${u}\">including in Oklahoma and Logan counties where sheriffs recently said they would not enforce U.S. Department of Justice rulings against some gun accessories<\/a>.<\/p>\n<p><!--more--><\/p>\n<figure class=\"gnt_em gnt_em_img\">\n<div class=\"gnt_em_img_ccw gnt_em_img_ccw__cap gnt_em_img_ccw__crd\" data-c-caption=\"The first bill signed by Gov. Kevin Stitt in 2019 was the &quot;permitless carry&quot; law.\" data-c-credit=\"DOUG HOKE\/THE OKLAHOMAN\"><span style=\"font-size: 28px; font-weight: 900;\">Some bills seek to expand &#8216;permitless carry&#8217; locations<\/span><\/div>\n<\/figure>\n<p class=\"gnt_ar_b_p\">In 2019, Oklahoma&#8217;s Republican Legislature and governor approved &#8220;<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.oklahoman.com\/story\/news\/columns\/2019\/02\/28\/stitt-signs-permitless-carry-bill\/60470368007\/\" data-t-l=\":b|e|k|${u}\">permitless carry<\/a>,&#8221; which allowed residents to carry a firearm in public with no training or license.<\/p>\n<p class=\"gnt_ar_b_p\">Some lawmakers have tried to clarify where the new law applies, including this year&#8217;s House Bill 1404, which would allow individuals to carry guns onto a boat without a permit.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cI can drive to the lake, I can walk down the ramp with my firearm but I can not get in my boat with it,\u201d said Rep. Bob Culver, the bill\u2019s author. He said the state\u2019s &#8220;permitless carry&#8221; law erroneously excludes boats.<\/p>\n<p class=\"gnt_ar_b_p\">Asked in a House committee hearing this week whether firearm protection was needed on a boat, Culver said being out on an Oklahoma lake can be a dangerous place.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cI have seen all kinds of altercations on the lakes, people ramming boats, drunks,\u201d said Culver, R-Tahlequah.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cSo is this the \u2018shoot the drunks&#8217; bill?\u201d asked Rep. Regina Goodwin, D-Tulsa.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cIt depends,\u201d Culver responded.<\/p>\n<p class=\"gnt_ar_b_p\">The bill passed the House Committee on Public Safety.<\/p>\n<figure class=\"gnt_em gnt_em_img\">\n<div class=\"gnt_em_img_ccw gnt_em_img_ccw__cap gnt_em_img_ccw__crd\" data-c-caption=\"Rep. Monroe Nichols and other state House Democrats gathered for a news conference in 2022 to call for gun control measures.\" data-c-credit=\"BEN FELDER\/THE OKLAHOMAN\"><span style=\"font-size: 28px; font-weight: 900;\">Democrats seek a three-day waiting period for gun purchase<\/span><\/div>\n<\/figure>\n<p class=\"gnt_ar_b_p\">Other pro-gun bills filed this year include Senate Bill 80, which clarifies a person&#8217;s right to point a gun in self-defense. Multiple other bills attempt to strengthen the burden of proof needed for a prosecutor to claim a person unlawfully used a gun in an act of self-defense.<\/p>\n<p class=\"gnt_ar_b_p\">Spencer, leader of the Oklahoma Second Amendment Association, said numerous bills this year seek to strengthen the use of guns in cases of self-defense, including language that specifies a person&#8217;s home extends to the property line.<\/p>\n<p class=\"gnt_ar_b_p\">Spencer&#8217;s group also is pushing for guns to be allowed at the state fair and in all businesses.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;We are working to eliminate no gun zones because that\u2019s where the crazies go to do their worst,&#8221; Spencer said.<\/p>\n<p class=\"gnt_ar_b_p\">But three of the state\u2019s largest business groups continue to oppose laws that would prevent a business or event from banning guns.<\/p>\n<p class=\"gnt_ar_b_p\">In joint statements this month, chamber organizations representing the state, Oklahoma City and Tulsa opposed \u201clegislation that would negate the rights of businesses, property owners and event hosts from prohibiting firearms.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">The three chambers also oppose bills that would allow guns to be carried on college campuses.<\/p>\n<p class=\"gnt_ar_b_p\">Democratic lawmakers have filed several bills aimed at regulating firearms and tracking gun deaths, although the proposals face long odds within the Republican-controlled Legislature.<\/p>\n<p class=\"gnt_ar_b_p\">House Bill 2047 would impose a three-day waiting period to obtain a purchased gun.<\/p>\n<p class=\"gnt_ar_b_p\">Rep. Monroe Nichols, D-Tulsa, who authored the bill, said the need for a waiting period was especially evident following last year\u2019s mass shooting at a Tulsa hospital when the shooter purchased an assault rifle just an hour before killing four people.<\/p>\n<p class=\"gnt_ar_b_p\">Nichols also has authored a bill that would create a firearm usage database, although similar proposals have been quickly opposed by Republicans.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Will Oklahoma lawmakers increase firearm access?
