Rubio cancels 83% of USAID contracts after six-week review

Secretary of State Marco Rubio announced that his agency had canceled 83% of the U.S. Agency for International Development‘s contracts following a multiple-week review.

USAID was one of the first agencies targeted by the Department of Government Efficiency and Elon Musk for cuts under the Trump administration, with all foreign aid out of the agency paused initially. The Trump administration fired thousands of employees and contractors at USAID and put Rubio as the agency’s acting administrator during the reforms.

Rubio announced early on Monday that 5,200 contracts would be canceled because the programs did not serve U.S. interests, claiming the move would save “tens of billions of dollars” in a post on X.

“After a 6 week review we are officially cancelling 83% of the programs at USAID.”

So in conclusion, please: Stop politicizing everything. Stop looking for counterfactual counter-narratives. Give credit where credit is due.
And most importantly, stop posting legal arguments that are completely devoid of law. You have a responsibility to the people of this country.

Just to recap… Mahmoud Khalil exercises his First Amendment rights. But, Donald Trump and Marco Rubio didn’t agree with what he said.


To begin, the Immigration and Nationality Act § 212(a)(3) contains a number of activities for which a person can be deemed ineligible based on security and related grounds. Subsection (B)(i) has nine grounds related to terrorism. uscode.house.gov/view.xhtml?req

Most of the nine are not controversial at all- people engaging in terrorism, etc.

The one that has you all indignant is ground number (VII): [Any alien who] endorses or espouses terrorist activity or persuades others to endorse or espouse terrorist activity or support a terrorist organization;

You say you are concerned that this ground would violate the First Amendment rights of someone like Mahmoud Khalil. Let’s examine that contention.

First, let us be clear that you are not arguing that he has not endorsed or supported terror. I say this because if only you expressed any concern about the people he has been terrifying for over a year, maybe I would have some sympathy for your crocodile tears now. You didn’t.

So the question becomes: Are his First Amendment rights the exact same as a citizen’s First Amendment rights? The answer may surprise you: Not exactly, but it does not matter.

At least some First Amendment protections do apply differently to aliens than they do to citizens. Ready for those citations? See, for example. Citizens United v. FEC 558 U.S. 3 I0, 419-424 & n.51 (2010)

Now, my dear Dems, are there any cases discussing the types of ways in which speech rights might be applied differently to foreigners who do specific things, including advocating for certain group that for good reason, considers dangerous and a threat to national security?

Why yes! Thank you for asking. In fact, there is over 120 years of Supreme Court precedent! See Turner v. Williams, 194 U.S. 279 (1904)

(This case was about anarchists who wanted to violently overthrow the government, but you can substitute Hamas affiliated anti-West agitators who want to…violently overthrow our institutions):

“…Congress was of opinion that the tendency of the general exploitation of such views is so dangerous to the public weal that aliens who hold and advocate them would be undesirable additions to our population, whether permanently or temporarily, whether many or few; and, in the light of previous decisions, the act, even in this aspect, would not be unconstitutional, as applicable to any alien who is opposed to all organized government…

We are not to be understood as depreciating the vital importance of freedom of speech and of the press, or as suggesting limitations on the spirit of liberty, in itself, unconquerable, but this case does not involve those considerations. The flaming brand which guards the realm where no human government is needed still bars the entrance, and as lone as human governments endure, they cannot be denied the power of self-preservation, as that question is presented here.”

So our first conclusion is this: The First Amendment might apply with some conditions to foreigners, and based on Supreme Court precedent this is literally one of those conditions.

EPA $375B Climate Slush Fund Handled by John Podesta Only Gave to New Charities.

Legal Insurrection readers may recall that late last year, Brent Efron, an Environmental Protection Agency (EPA) special advisor implementing Biden’s climate agenda, made many controversial statements during an undercover video about the agency’s actions in anticipation of a potential Trump administration.

Efron reportedly told Project Veritas that the EPA was rapidly distributing billions of dollars in grants to nonprofits as an “insurance policy” against Trump winning the election. He described the situation as “throwing gold bars off the Titanic,” referring to the urgency with which the agency allocates funds.

Now the Trump Administration has followed those gold bars. An exclusive report by the New York Post indicates the trail of those bars led back to Deep State Obama/Biden minion, John Podesta.

The story began in September 2022, when Biden named Podesta to helm the $375 billion climate fund, which resulted from the Inflation Reduction Act, a 2022 law that was basically “Green New Deal” poison hidden beneath a wrapper of sweet economic promises.

Here is how The New York Times announced the 2022 fund creation:

As a senior adviser to Mr. Biden on clean energy innovation, Mr. Podesta will shape how the government disburses billions of dollars in tax credits and incentives to industries that are developing wind and solar energy, as well as to consumers who want to install solar panels, heat and cool their homes with electric heat pumps or buy electric vehicles.

..In an interview, Mr. Podesta described his new job as “throwing the weight of federal government policy behind a cycle of investment and innovation that we haven’t seen before in the United States, and that is almost unique in the world.”

There was absolutely no questioning by The New York Times as to where these monies would go, or how the funds would be used to help either our climate or energy industry.

On the other hand, the New York Post has a map of the gold bar trail. Apparently, billions went to “Non-Governmental Organizations” that were founded after the fund was created.

The Biden administration funneled at least $20 billion dollars into environmental groups, most of which had only recently been founded, The Post has discovered.

In one case, former Vice President Kamala Harris handed over a check for nearly $7 billion to Bethesda, Maryland, based group Climate United Fund, which does not appear in the IRS’s charities database, and has no federal filings.

The non-profit fund had only been incorporated in Delaware on November 30, 2023, according to public records, five months before Harris handed over the cash in April 2024.

The Climate United Fund then announced “the historic investment” in a press release, noting the group’s work “delivers benefits like cleaner air…and increased energy security.”’

However, because the company is so new, there is no publicly published accounting of how it plans to spend the $7 billion.

What is the Democrat message? Do they even know?

The other day Democrat pundit Chris Matthews appeared on a “Morning Joe” panel on left-wing MSNBC. He skipped the old Trump is Hitler shtick, ranting instead that Trump was Mussolini. He might as well have channeled the lunatic Renfield from an old Dracula movie, laughing maniacally, chanting “the blood is the life! the blood is the life!”

Some kind soul might tell Matthews and other MSNBC attention seekers that the blood of rats and birds and flies are not the life. Nor is jabbering paranoia. For political parties, votes are the life. And they keep losing them. Americans appeal to common sense, not to mad ravings.

Long ago, the Democrat Party had a choice:

Cleanse themselves of their Barack Obama infection, cleanse themselves of Obama’s racist and radical addiction to racial preferences that we now know as DEI, amputate any limbs that had become sodden with jacobin  gangrene and become what they had been: a patriotic American party of the American working class.

Or, they could continue following the discredited Clintons and Obamas down the sewer.

Second Measles Death Reported in American Southwest Measles Outbreak.

This time, the patient was an adult who did not seek medical care before death.

In late February, I reported that a child had died of measles in an outbreak reported in West Texas.

Now, there is a second measles death being reported. The second death in the ongoing measles outbreak, this time in New Mexico, involved an unvaccinated adult from Lea County.

The individual did not seek medical care before death, New Mexico health department officials said. The official cause of death is under investigation by New Mexico’s Office of the Medical Investigator. However, the state health department scientific laboratory has confirmed the presence of the measles virus in the person, the state health department said.

The person was a resident of Lea County, where at least 30 cases of measles have been reported. Lea County is just over the border from Gaines County, Texas, where the outbreak is centered. At least seven of the individuals were unvaccinated.

…State officials declined to release the person’s age, sex and underlying medical conditions or disclose whether contact tracing is underway to identify others who may have been exposed to one of the world’s most contagious viruses. The virus is airborne and spreads easily when an infected person breathes, sneezes or coughs.

Arkansas public school students will soon be required to take gun safety courses

The Arkansas state Senate passed a bill to provide age-appropriate firearms safety instruction to students last week and the Arkansas Department of Education will be working with the Arkansas Game and Fish Commission to develop a plan.

Act 229, also known as House Bill 1117, will require public school districts and open-enrollment public charter schools to annually provide students with instruction on firearm safety.

The bill’s sponsors say the idea came from conversations among neighbors.
